Born in Rushville, Illinois, Briggle received a LL.B from the University of Illinois at Urbana-Champaign in 1904. He was in private practice in Morris, Illinois from 1905 to 1907, and in Springfield, Illinois from 1907 to 1927, also serving as a master in chancery in Springfield from 1917 to 1927.
